അട്ടപ്പാടിയിലെ ഭൂമി തട്ടിപ്പുമായി ബന്ധപ്പെട്ട് പുറത്തുവരുന്ന വാർത്തകൾ കഴിഞ്ഞ 10 വർഷം സിപിഎം ഭരണസമിതി അഗളി പഞ്ചായത്തിൽ നടത്തിയ ക്രമക്കേടുകൾ മറച്ചു പിടിക്കാൻ എന്ന് പഞ്ചായത്തിൻ്റെ നിലവിലെ പ്രസിഡൻറും കോൺഗ്രസ് നേതാവുമായ ഷിബു സിറിയക് വാർത്താസമ്മേളനത്തിൽ പറഞ്ഞു.
നിലവിലെ സിപിഎമ്മിന്റെ ഏരിയ സെക്രട്ടറി ഉൾപ്പെടെ കഴിഞ്ഞ ഭരണസമിതി അംഗമായിരുന്നു. വ്യാപകമായ ക്രമക്കേടുകൾ ആണ് ആ സമയങ്ങളിൽ അഗളിയിൽ നടന്നിരിക്കുന്നത്. ഇവർ നടത്തിയ തട്ടിപ്പുകളെ കുറിച്ച് ഒരു കോൺഫിഡൻഷ്യൽ റിപ്പോർട്ട് താൻ സർക്കാറിന് നൽകി കഴിഞ്ഞു. അഗളിയിൽ മാലിന്യനിർമാർജനത്തിന് എംസിഎഫ് പ്ലാൻറിന് സ്ഥലം വാങ്ങിയതിന് 16 ലക്ഷം രൂപയാണ് മുടക്കിയത്. എന്നാൽ ആ സ്ഥലത്തിലേക്ക് പോവാൻ ഒരു വഴി പോലുമില്ലാത്ത അവസ്ഥയായതിനാൽ കഴിഞ്ഞ രണ്ടു വർഷമായി ആ സ്ഥലം വെറുതെ കിടക്കുകയാണ്. ക്രിമിറ്റോറിയത്തിന്റെ കാര്യത്തിൽ ഓഡിറ്റ് ഒബ്ജക്ഷൻ വന്നിട്ടുണ്ട്. അത് ഒത്തുതീർപ്പാക്കാൻ തന്നോട് ആവശ്യപ്പെട്ടു. എന്നാൽ താനത് ജോയിൻ കമ്മീഷണറുടെ പരിശോധനയ്ക്ക് വിട്ടിരിക്കുകയാണ്. നൂറുകണക്കിന് ആളുകൾക്കാണ് അനധികൃത കുടിവെള്ള കണക്ഷൻ നൽകിയിരിക്കുന്നത്. ഇത് അന്വേഷണത്തിലാണ്. ജിമ്മിന് വേണ്ടി വാങ്ങിയ ഉപകരണങ്ങൾ 30- 35 ലക്ഷം രൂപയുടേതാണ്. എന്നാൽ അതൊന്നും അവിടെയില്ല. ഇക്കാര്യങ്ങളിൽ ഒരു അന്വേഷണം നടന്നാൽ ആറുമാസത്തിനകം ഇവരെല്ലാം ഇരുമ്പഴിക്കകത്താവും. അത് ഒഴിവാക്കാനാണ് നേരത്തെ സിപിഎമ്മുകാരനായ സീറ്റ് കിട്ടാത്തതുകൊണ്ട് കോൺഗ്രസിലേക്ക് എത്തിയ ബാലനെ ഉപയോഗിച്ച് ഭൂമി തട്ടിപ്പ് ആരോപിക്കുന്നത്. അബ്ദുറഹിമാൻ നടത്തിയ ഭൂമി ഇടപാടിൽ താൻ ഒപ്പിട്ടിട്ടുണ്ട്. അത് ഒരു സാക്ഷി എന്ന നിലയിലാണ്. എസ് ടി ഭൂമി കൈമാറാൻ നിയമം അനുവദിക്കുന്നില്ല.അതുകൊണ്ടുതന്നെ ഇക്കാര്യങ്ങളെല്ലാം പരിശോധിക്കേണ്ടത് റവന്യൂ വകുപ്പും രജിസ്ട്രേഷൻ വകുപ്പുമാണ്. അവരുടെ പരിശോധന കഴിഞ്ഞ് അധാനം രജിസ്ട്രേഷനിലാണ് താൻ ഒപ്പിട്ടിട്ടുള്ളത്. ഏത് അന്വേഷണത്തെയും സ്വാഗതം ചെയ്യുന്നു. ഒരു എംപിയുടെ പേര് ഇതിലേക്ക് വലിച്ചിടുകയും അത് പറഞ്ഞത് ഒരു എഎസ്ഐ ആണെന്ന് ആരോപണക്കാർ വെളിപ്പെടുത്തിയ സാഹചര്യത്തിൽ എസ് പി ഇക്കാര്യം അന്വേഷിക്കണം.
അഗളി ജംഗ്ഷനിൽ കോടിക്കണക്കിന് രൂപ വില വരുന്ന ഭൂമി കളക്ടർ ഇടപെട്ട് ഏറ്റെടുത്ത് ഒരു എസ് ടി ക്ക് പതിച്ചു നൽകിയിട്ടുണ്ട്. എന്നാൽ അതിൽ ഇന്ന് ഒരു ജില്ലാ പഞ്ചായത്ത് അംഗമാണ് വീട് വെച്ച് താമസിക്കുന്നത്. വിവാദ ഭൂമിയിൽ കൊടികുത്താൻ പോയ സിപിഎം ജില്ലാ സെക്രട്ടറി സുരേഷ് ബാബു കൊടി ആദ്യം ഈ ഭൂമിയിൽ കുത്തണമെന്നും ബാക്കിയുള്ളത് അപ്പുറത്തെ ഭൂമിയിൽ കുത്തുന്നതിൽ തനിക്ക് പ്രശ്നമില്ലെന്നും സിറിയക് പറഞ്ഞു.
തന്റെ കൈവശം ഉണ്ടായിരുന്ന ഇരുപത്തിയെട്ടേക്കർ ഭൂമി അനധികൃതമായി തട്ടിയെടുത്തു എന്ന പാലൂർ സ്വദേശി ബാലന്റെ പരാതിയിലാണ് അട്ടപ്പാടിയിലെ പുതിയ ഭൂമി തട്ടിപ്പ് വിവാദങ്ങൾക്ക് തുടക്കമായത്. എസ് ടി വിഭാഗത്തിന്റെ ഒരു തുണ്ട് ഭൂമി പോലും താൻ വാങ്ങിയതിൽ ഇല്ല എന്ന് ആരോപണം നേരിടുന്ന ബ്ലോക്ക് കോൺഗ്രസ് പ്രസിഡൻറ് പി എം ഹനീഫ വാർത്താസമ്മേളനത്തിൽ പറഞ്ഞു. ഏത് അന്വേഷണത്തെയും സ്വാഗതം ചെയ്യുന്നതായും പറഞ്ഞു. ആരോപണത്തിൽ അഗളി ഗ്രാമപഞ്ചായത്ത് പ്രസിഡന്റിനെ കൂടി ഉൾപ്പെടുത്തിയ സാഹചര്യത്തിൽ ആയിരുന്നു പ്രസിഡൻറ് ഷിബു സിറിയക്കും വിശദീകരണവും വെളിപ്പെടുത്തലുമായി എത്തിയത്. ബാലനെതിരെയും ഈ വ്യാജവാർത്ത നൽകിയ ചാനലിനെതിരെയും മാനനഷ്ടത്തിന് കേസ് കൊടുക്കുമെന്നും പറഞ്ഞു.
Palakkad: The reports emerging in connection with the alleged land scam in Attappady are aimed at diverting attention from irregularities allegedly committed by the CPM-led administration in Agali Grama Panchayat over the past 10 years, Agali Panchayat President and Congress leader Shibu Cyriac has alleged.
Addressing a press conference, Shibu said the current CPM area secretary was also a member of the previous panchayat administration and alleged that widespread irregularities had taken place during that period.
He said he had already submitted a confidential report to the government regarding the alleged irregularities.
According to Shibu, the panchayat spent ₹16 lakh to purchase land for an MCF (Material Collection Facility) plant for waste management. However, the land has remained unused for the past two years as there is no proper access road to the site.
He also said an audit objection had been raised regarding the crematorium and that he was asked to settle the objection. Instead, he referred the matter for inspection by the Joint Commissioner.
Shibu further alleged that hundreds of unauthorised drinking water connections had been provided in the panchayat and that the matter is currently under investigation.
He also alleged that equipment worth ₹30–35 lakh, purchased for a gym, was missing from the facility.
“If an investigation is conducted into these matters, all of them will be behind bars within six months,” Shibu said, alleging that the present land scam allegations were being raised to divert attention from these issues.
He alleged that Balan, who had earlier been associated with the CPM and later joined the Congress after failing to get a party seat, was being used for this purpose.
Regarding a land transaction involving Abdul Rahiman, Shibu said he had signed the document only as a witness. He pointed out that the law does not permit the transfer of tribal land and said the matter should therefore be examined by the Revenue and Registration departments. He said he had signed the deed only after the registration process and relevant verification.
Shibu said he welcomed any investigation into the allegations.
He also demanded an inquiry by the Superintendent of Police after the name of an MP was allegedly dragged into the controversy, with the complainants claiming that the information came from an ASI.
Shibu further alleged that the Collector had intervened and acquired land worth crores of rupees at Agali Junction and subsequently assigned it to an ST beneficiary. However, he alleged that a sitting District Panchayat member is currently living in a house constructed on the land.
Referring to the CPM district secretary Suresh Babu, who had reportedly gone to plant a party flag at the disputed land, Shibu said the flag should first be planted on the land allegedly involved in the controversy and that he had no objection to planting another flag on the adjoining property.
The latest land controversy in Attappady began following a complaint by Balan of Paloor, who alleged that 28 acres of land in his possession had been illegally taken away.
Meanwhile, PM Haneefa, Block Congress president and one of those facing allegations, said that not even a single piece of ST land was included among the properties he had purchased. He also said he welcomed any investigation into the allegations.
The controversy escalated after Agali Grama Panchayat President Shibu Cyriac was also named in the allegations, prompting him to issue a detailed explanation and make further allegations against the previous CPM-led administration.
Shibu said he would file a defamation case against Balan and the channel that allegedly broadcast the false report.
