യുപിഐ ഇടപാടുകൾക്ക് ചാർജ് ഏർപ്പെടുത്താൻ ഉള്ള നീക്കത്തിനെതിരെ സമരവുമായി വ്യാപാരി സംഘടനയായ യുണൈറ്റഡ് മർച്ചൻ്റ് ചേമ്പർ രംഗത്തെത്തി.
പാലക്കാട് ചേർന്ന സംഘടനയുടെ സംസ്ഥാന യോഗമാണ് തീരുമാനങ്ങൾ വ്യക്തമാക്കിയത്.
ചാർജ് ഏർപ്പെടുത്താനുള്ള തീരുമാനം പിൻവലിക്കണമെന്ന് ആവശ്യപ്പെട്ട് ഈ മാസം 29ന് സംസ്ഥാന വ്യാപകമായി മുഖ്യ തപാൽ ഓഫീസുകൾക്ക് മുന്നിൽ പ്രതിഷേധ സമരം സംഘടിപ്പിക്കാനാണ് ആദ്യ തീരുമാനം. യുപിഐ ഇടപാടുകൾക്ക് ചാർജ് ഈടാക്കുന്നത് നിലവിൽ വരുന്ന ഒക്ടോബർ 15ന് സംസ്ഥാനവ്യാപകമായി യുപിഎ ഇടപാടിലുള്ള വ്യാപാരം ആ ഒരു ദിവസം നിർത്തിവയ്ക്കുമെന്നും അറിയിച്ചു. യുപിഐ ഇടപാടുകളുമായി ബന്ധപ്പെട്ട് വ്യാപാരി സമൂഹത്തിനുള്ള ആശങ്കകൾ വ്യക്തമാക്കി സംസാരിക്കുകയായിരുന്നു സംഘടന പ്രസിഡണ്ട് ജോബി വീ ചുങ്കത്ത്. ഒക്ടോബർ 15 മുതൽ 2000 രൂപയ്ക്ക് മുകളിലുള്ള വ്യാപാരി ഇടപാടുകൾക്ക് 0.4% മർച്ചന്റ് ഡിസ്കൗണ്ട് റേറ്റ് (എം ഡി ആർ) ഏർപ്പെടുത്തിയിരിക്കുകയാണ്. ഇത് ചെറിയ ലാഭത്തിൽ പ്രവർത്തിക്കുന്ന വ്യാപാരികളുടെ വരുമാനത്തിൽ നേരിട്ട് കുറവുണ്ടാക്കും. 10000 രൂപയുടെ യുപിഐ ഇടപാടിന് 40 രൂപ എംഡിആർ ചാർജായി നൽകേണ്ടി വരുമ്പോൾ ബാധകമായ 18% ജിഎസ്ടി കൂടി നൽകേണ്ടിവരുന്നത് ചെലവ് വർദ്ധിപ്പിക്കും. അധിക ചെലവ് ഉപഭോക്താക്കളിൽ നിന്ന് ഈടാക്കാൻ ആവില്ല എന്ന വ്യവസ്ഥ ഉള്ളതുകൊണ്ട് ബാധ്യത പൂർണ്ണമായും വ്യാപാരികൾ തന്നെ വഹിക്കേണ്ട സാഹചര്യം ആണുള്ളത്. ഒരു വശത്ത് ഡിജിറ്റൽ പെയ്മെൻറ് സംവിധാനം പ്രോത്സാഹിപ്പിക്കുകയും പിന്നീട് അതേ സംവിധാനത്തിന് സാമ്പത്തിക ബാധ്യത വരുത്തുകയും ചെയ്യുന്നത് അംഗീകരിക്കാനാവില്ല. ചെറുകിട വ്യാപാരികളുടെ ലാഭവിഹിതം പരിമിതമാണെന്നും കട വാടക, വൈദ്യുതി ചാർജ്, ജീവനക്കാരുടെ വേതനം, നികുതികൾ, ബാങ്കിംഗ് ചെലവുകൾ, ഓൺലൈൻ വ്യാപാരത്തിന്റെ കടുത്ത മത്സരം തുടങ്ങി പ്രതിസന്ധികൾ നിലനിൽക്കുമ്പോൾ സർക്കാരിൽ നിന്നുള്ള ഇത്തരമൊരു നീക്കം അംഗീകരിക്കാനാവില്ലെന്ന് ഇവർ പറഞ്ഞു. തുടർ സമരങ്ങൾ ഉണ്ടാവും. സമരത്തിന്റെ ആദ്യപടിയാണ് പോസ്റ്റ് ഓഫീസിലേക്കും യുപിഎ ഇടപാടുകൾ തുടങ്ങുന്ന ദിവസത്തെ നിസ്സഹകരണവും എന്നും പറഞ്ഞു. ജനറൽ സെക്രട്ടറി ടി എഫ് സെബാസ്റ്റ്യൻ,നിജാം ബഷി , ടി കെ ഹെൻട്രി, വി എ ജോസ് തുടങ്ങി നിരവധി നേതാക്കൾ പങ്കെടുത്തു
Palakkad: The United Merchant Chamber, a traders’ organisation, has announced a series of protests against the move to impose charges on UPI transactions.
The decision was announced at the organisation’s state-level meeting held in Palakkad.
As the first phase of the agitation, the organisation will hold protests in front of head post offices across the state on September 29, demanding the withdrawal of the proposed charges. The organisation also announced that traders across Kerala will stop accepting UPI payments for one day on October 15, when the proposed charges are scheduled to come into effect.
United Merchant Chamber state president Joby V. Chungath said the trading community has serious concerns regarding the proposed charges on UPI transactions.
According to the organisation, a 0.4% Merchant Discount Rate (MDR) will be imposed on merchant UPI transactions above ₹2,000 from October 15. The organisation said the move would directly reduce the income of traders operating on low profit margins.
For a UPI transaction of ₹10,000, traders would have to pay an MDR of ₹40. The applicable 18% GST on the charge would further increase the cost, the organisation said. Since traders are not permitted to recover the additional charge from customers, the entire financial burden would have to be borne by the traders, it added.
The organisation said it was unacceptable to promote digital payment systems on one hand and subsequently impose a financial burden on the same system.
It also pointed out that small traders are already facing several challenges, including shop rents, electricity charges, employee wages, taxes, banking expenses and intense competition from online businesses.
The leaders said further protests would be organised if the proposed charges were not withdrawn. They described the September 29 post office protest and the one-day suspension of UPI transactions on October 15 as only the first phase of the agitation.
General Secretary T. F. Sebastian, Nizam Bashi, T. K. Henry and V. A. Jose were among those who participated in the meeting.
